An alert off-duty officer contacted police after coming upon a slow moving horse and buggy carriage in the middle of a road Sunday night in central Pennsylvania on December 10th. The buggy was moving at a walking pace and the horse was straddling the center line, police reported.
The Lancaster Intelligencer Journal reported that Elmer Stoltzfoos Fisher, the 22-year-old operator of the buggy, was arrested and charged with drunken driving after police arrived and found him asleep in the buggy.
Police said Fisher showed signs of intoxication, including a strong smell of alcohol on his breath and bloodshot, watery eyes, according to The Lancaster Intelligencer Journal . Police said Fisher's blood-alcohol content was 0.18 percent, more than double the legal limit.
Web site Asylum posted the official complaint filed with the county, which lists the "make" of the vehicle as a "horse & buggy."
